Either your friend was lucky and found an old-school instructor willing to risk teaching beyond the rules, or he wasn't taking a course from PADI, SSI, SDI, or NAUI. What agency was it?

He went through one of our LDS (there's a bunch), pretty sure that one is NAUI only.
